McDowell FCC commissioner not going to vote in ATT / BellSouth case

New facts about AT&T / BellSouth merger appeared. Robert McDowell, the FCC commissioner, as is known earlier he recused himself from the vote, was recently re-approved to vote in the approval of AT&T's take over of BellSouth.

Although he announced that he will not do so. This fact leaves the panel in a 2-2 tie and probably more concessions will win approval. The merger is worth $85.7.
